Description
The Institute of Building Technology and Safety is seeking a Proposal Management Program Director. This position reports directly to the Chief Development Officer. The Proposal Management Program Director will have the responsibility of coordinating all phases of the company’s proposal process in response to federal, state, and local requests for proposals. The incumbent will be responsible for leading competitive proposal response development teams, responding to all proposal and customer requirements, meeting deadlines, and achieving performance and quality objectives. The incumbent will coordinate with internal teams to define technical approaches and will contribute to the development of proposal strategies and content.
This position is available as REMOTE with the expectation for occasional travel to the headquarters office in northern Virginia.

Responsible for the successful planning, development, validation, and delivery of complete proposals. Includes technical solution, execution strategy, schedule, cost, and all deliverable documentation.

- Manages and mentors a team of proposal managers, their tasking, and the team’s budget.
- Supports Capture Managers and Business Directors to define customer requirements and develop a response that meets the execution strategy, schedule, and price.
- Reviews and interprets the solicitation to determine customer requirements.
- Develops effective proposal execution schedules.
- Leads critical milestones including color reviews and content development discussions.
- Creates and manages style guides, templates, and reusable content supporting responses to varying customer types (local, state, federal, international)
- Manages volumes and sections, including technical, management, and staffing approaches.
- Coordinates all production aspects (word processing, graphics, editing, proofreading, reproduction, printing, collation, and binding) services in support of proposal activities.
- Provides guidance and status reports to senior staff.
- Directs and engages personnel in proposal reviews and ensures compliance with corporate and legal requirements for all deliverables.
- Responsibility across multiple, concurrent projects with shifting priorities, stringent deadlines, and last-minute requirements to accomplish goals.
Qualifications
- Bachelor's Degree in relevant field.
- 8 years’ experience in public-sector proposal development.
- Minimum of 5 years’ experience in a proposal management role.
- Knowledge and understanding of industry proposal best practices in government contracting.
- Ability to research, interpret, and analyze precedent decisions, laws, and regulations according to the FAR and various schedules.
- Superior organizational and time management skills.
- Proficient in Microsoft Word, Microsoft Excel, and Microsoft PowerPoint.
- Team-oriented, enthusiastic, independent thinker, and collaborative.
- Outstanding written and oral communication are critical.
- Proven executive-level presentation skills.
